Current Construction Projects Ongoing within the District:
- Monte Alto Road et al. Pipeline Replacement Project: An 8,000 foot pipe bursting replacement project occuring along Monte Alto Road.
- Zone 1 to Zone 2 Transmission Line Project: Phase II of the Monte Alto Rd Project. New installation of a 6,500 foot dedicated transmission line along Avenida Torreon which will deliver water to two zones, which are currently served by one transmission line.
Brief Updates:
- Landscaping remediation will begin in July 2026 with hydroseeding along Monte Alto Road and Bosque Loop.
- Construction to tie in lateral connections has been completed and service lines will be connected throughout the month of June occuring from North to South along Monte Alto Rd.
- The timeline is subject to charge as contruction continues but current estimates are Phase I will be completed in June 2026. Phase II will be completed by September 2026.
Some Common Questions Asked by Residents:
Q: When will the landscape be remediated including the trenches?
A: Remediation of any disturbances to landscape, as a result of the pipe replacement work, will occur in May once Phase I of the project is complete. To the extend possible, the contractor takes every precaution to ensure that these areas are well marked and/or barricaded during non-construction hours but is unable to completely cover up the trenches until work is complete.
Q: Will I still have access to my driveway or street?
A: Access to the green space, driveways, and surrounding streets is a priority throughout the duration of the project, and every effort is made to maintain normal access whenever it is safe and feasible to do so. However, due to the nature of excavation and underground utility work, there may be periods when temporary restrictions are necessary. These may include partial lane closures, detours, or brief limitations on driveway access while active work is occurring directly in front of a property. Emergency access for first responders is maintained at all times, and efforts are made to accommodate specific resident needs whenever possible.
Q: Why is my pressure fluctuating?
A: Fluctuations in water pressure are often a temporary and expected condition during construction activities within the water system. Changes in pressure can occur as crews adjust valves, isolate sections of the system, or restore service after work. These actions can briefly alter normal flow patterns and pressure levels.
Q: Why does it sound like my pipes are knocking?
A: 'Knocking pipes' typically indicate the presence of trapped air within the plumbing system or sediment buildup inside the pipes. Given the age of the piping in the Monte Alto Rd area, either condition may be contributing to the issue. To address this, it is recommended to release any trapped air before the water reaches the home’s water heater, or to run water within the residence—preferably using a bathtub—for approximately 10-minutes to help flush water.
Q: Why have I lost power, internet, or telephone?
A: Power interruptions can occasionally occur during water line replacement projects due to the proximity of underground utilities. In many areas here in Eldorado, water lines are installed alongside or near electrical infrastructure. For safety reasons, electrical service may be temporarily disconnected to allow crews to perform excavation and replacement work without risk to personnel. The EAWSD does underground locating prior to digging utilizing the 811 NM system but is unable to fix other Utility's infrastructure. Services will be restored promptly once the work is completed and it is safe to do so.
